Other than going to the Body and Automotive Paint supply store - where would I obtain a can of Oxblood for a little touch up on my steering column - or maybe I might have to paint the entire thing (if it didn't match).

sorry - I'm a rookie at painting inside items...
Sort of answering your own question. You can try one of the good suggestions to hopefully get a match, or you will have to color the whole thing.
Another alternative...You might get lucky and find a supplier still having the colorant to make what was originally used. (you'll get the closest match).
VCuomo Those (Dye) were for plastic, vinyl and leather. I need paint for the steering column (metal)
but thanks anyway...
As others have pointed out, those dyes also work on metal. As it turns out, I've used them to paint two steering columns (on my '72 and on my '73). And I agree with Easy Mike, for the best results you should paint the entire column.
