Anyway, made the decision to purchase (at what he was willing to sell it for and I was willing to pay for it). I am going to pick up the third addition to the corvette collection on Wednesday. Now I will have a 73 BB, 71 SB and the 2003 Z06.
I need a bigger garage.

I have seen some very nice chrome bumper vettes for sale for ~12k. I know a guy who bought one for that price and the car is exceptional. In this day and age where the economy and a sellers personal financial situation may be desperate there are a lot of deals out there right now.
The Non original paint job is what sticks in everyone's mind, but some people don't care. If the paint job is decent it may not be a negative thing if at the end of the day if the buyer likes what he is getting...
12 - 18k is a good price range for a decent C3 these days. There are a whole lot of variables and opinions on that price range though. Also a lot of ego's at play.
Since your the buyer you must have reached a price that you are happy to pay.
THAT is what it is worth.

You did not indicate that the vehicle was a running '71. The fact that the car is currently a west coast car does not mean that the car didn't have an overnight experience in Louisiana during Katrina, or was raised on the east coast and recently became a California car.
My point was that it may only be worth between $500 if a disaster vehicle; to $60000 or better, if sold on Barrett Jackson on a Saturday night when bought by an oil man competing with a financial investor in a pi$$ing match!
Perhaps, as indicated; your original question should have been; "I am just trying to get an idea for what prices forum members have been seeing lately?"
By the way; post pictures and what did you pay for it?
It will need cleaned and detailed under the hood, new door panels and an upper dash.

For a comparison, I picked up a 71 convertible 350/4-speed that was changed from Ontario Orange to Milie Miglia Red for just about that same amount of money.
The PO changed the color when he did a frame-on restoration. It was then put out back and sat for a long time. He sold it to the guy I bought it from. It had a new gas tank, new tires & wheels, hoses, belt, plugs, carb, wires, wheel bearings, clutch, and brake calipers. There is only about 100 miles on the rebuilt engine, transmission, and rear end. It was extremely dusty and covered in cob webs from sitting in his garage for a year.
I had to replace the fuel line along the frame, find a bunch of missing interior parts, bleed the brake system, and do a lot of tuning on the carbureator to get it road worthy.
The car came with 2 hard tops and a soft top that needs new canvas. The wipers and headlights are not working, but the buzzer and all the interior lights and gages work fine. It has no radio.
I bought a third hard top from a club member because it has better weatherstripping than the two I got with the car. This one has vinyl on it and looks great on the red car with the black interior. The other two tops are red, but neither is weather tight.
I drove it to the club meeting yesterday. It was a beautiful day to drive with the top down. On the way home, the brake master cylinder failed, and I had to drive the last 4 miles with no brakes.
That was interesting.
