Did you disconnect the headlight switch and pull the rod out?

Take off the steering wheel, makes life 1000% easier!
Wilcox has a nice write-up on this. Check their site.
Once all the screws are out and the column is loose it will be tight but you should be able to get it out.
Remember that the speedo cable has to be undone and the vacuum hoses at the headlight switch will have to get pulled.
Also, don't let your steering column sit with those bolts out for any length of time. Undo the bolts, pull the dash and then put them back in until you put the dash back in. Not good for the column or linkage.
mine came out hard too the headlight hook up is hell to get out and dont forget that there are clips the hold it and have to be pushed up to let the dash loose, at least on my 81 anyway, look up through the hole where the center gauges were and youll find them
I got one of my shorter friends to come over and he was actually able to replace all my bulbs without taking out the pad, so Im pretty excited about not jacking anything up
The wiring harness is held to the back of the pad with bendable tabs. The harness is stiff enough to keep the dash from moving very much. Then there are the tachometer and speedometer cables.
