wiper door proplem

wiper door proplem
when i start my enjen the wiper door go up and when i switch the car off it goes down ,i discontinued one hose from the wiper actuator .now the wiper door stay down but the head light is going up very slowly.what is the proplem is it from the actuator?or the headlight actuator.or there is leak from the hose.

I had a prob with slow wiper door and headlamps, the headlamps would even come up at about 75mph. I was ready to replace all the hoses. Someone told me to clip off just a bit (depending on how much excess you have) off the end of each of the vacuume hoses and re-attach them. It worked great, sometimes the cheap and easy fixes are the best...
