Default front bumper reinforcement bolt

I have the front bumper off my 75 and am doing some work to the lower fender lip. I took the bolt out of the front cushion(honeycomb) where it goes into the outer bumper reinforment. It also secures the lower front fender. I am having trouble getting the hole aligned to get the bolt back in. Anyone on here ever had the same problem?

If you have enough room to do it, put the shank of a Phillips screwdriver (largest that will fit through the hole) in the hole and use it as a pry bar to leverage the two holes together. Then, while they are aligned, install a C-clamp on the parts to hold them in place until you get the bolt in. If it just won't mesh up, you'll have to loosen other components to move things around a bit.

I took the Honeycomb out when I changed my bumpers they did not recommend using them as they contort the bumper do you have the original bumpers??? Mine were both shot .
Use A long center punch to align the holes.
