Default horn problem

I have a '79 and none of the horns work. Where do I start? I understand there is a horn relay somplace and a horn contact in the steering wheel. How do you get the cap off the steering wheel to get at the horn contact? Does it just pry off or is there a special technique to remove it without breaking it?

Here's a link to the horn schematic for a 78' which should be close to your 79'. The horn button just pulls off.

my 79 p.o. pulled the relay which hangs on a plug right above the fuse panel, because several parts were broken the in the steering column. he had also unplugged the connectors from the horns. i plugged in the horns bought a new relay, and she started blowing and wouldnt stop. i had to replace most of the horn components in the steering column. the horn button just pops off with a small screwdriver pushing just under the edge. good luck.
