Alright guys. An update on this thread. I FINALLY found the VIN derivative stamped on the frame. I cleaned all of the dirt off and lightly sanded it and it showed through all the years of road grime and surface rust like a beacon of light. Here is the derivative:

I am guessing by the fact that the second digit is a 9 that it is in fact a 1979 Corvette.

Not sure what #1 before the 9 is.
You might want to have a check run on the 1979 Vette #1Z8789S405182 and make sure that it's not "wanted" dead or alive.
Yes, I know it's got a 1977 tag and title *now*... but if anyone ever digs deeper you don't want a bad history to ruin all your hard work. Make sure it's not MIA before you put money into it.
I agree with W, the more money and labor your friend puts in the car the more disappointed he's is going to be when he goes to get tags and it comes up 'wanted' on the state computer.
It may be that everything will be fine, but is it worth the chance?
