Two considerations and someone touched on the first. Many, and perhaps most of these low mileage Pace Cars have sat neglected and so while topside looks pristine, the bottom side can really be bad. New Owners don't pay enough attention to chassis condition but should.
Second, last year Corvette produced its tenth Pace Car which keeps interest in the 1978, the first PC, quite high. That means values will continue to keep it at the top of late model C3 values. Seems I recall a Pace Car went for $45k ish at Barrett Jackson which which keeps values and interest high.
Frankly, I don't think $25 is a bad offer at all and especially when you consider the market. Of course $20k would be better but all this depends on its hertitage...like correct tags and documentation.

There was a 1978 Indy Pace Car on the block at the Mecum Auto Auction, was bid to $16.000 but no higher. Owner went off camera to do some more dealing. Shortly later was a gorgeous 1972 coupe, sold for $16.500 I'd of thought a chrome bumper car would bring more than that?

Post some pics and info about the car and perhaps forum members might be able to help with an estimate of its worth. Right now everyone is just guessing on what you consider (or seller) mint and what options it has. 4spd? ac? decals? rust?etc
Low miles doesnt mean mint. A friend is the original owner of a 78 with 7000 miles. He kept it in a garage for a few years on Cape Cod. Unfortunately the salt air got into the engine compartment.
Why would someone go through the trouble to preserve the original tires and only drive it less than 3K, but change its originality by converting the a/c to R134?

Will never find one in great shape with docs, under 5000 miles for that.
I got offered $19500, for mine from a dealer, trade in on my new c6.
I kept it, has 7500 miles on the clock. Everyone knows the car is worth over 22k minimum, even in this market.
I just posted my Pace Car on this site L82 4spd w/48k. When I purchased my car I was looking for a car that had between 25-50 thousand miles. I wanted a car that was driven. I have had my car 8 year with no leak or need to replace any seals. One of my club members bought a silver anniversary car with 1200 mile and has since replaced the gas tank, reseal the tranny and rebuilt the carb. and replace all hoses. The car is worth $25k to $28k but be prepared for repairs. Also as you put milage on your resale value will go down. Good Luck
Assuming proper storage, the only way to have as nice of a car as a low miles car is to do extensive restoration. That choice is more expensive, not less, than buying a nice low miles car. Somehow, it has become fashionable to knock low miles cars, but the reality is that there is a specific market for low miles cars and a different market for drivers IMO.

Lots of people did that with 78 pace cars. Mine only has 7500 on it. Bougt it 3 years ago with 6300 on it, drives great. Check into pace cars before making that statment, there are a lot of them out there.
