I am looking for a rust remover that completely removes all rust and bring it straight down to the bare metal. I need it in a form that I can brush on or something like that just not the soaking method. Does anyone know of a product like this? I have used rust converter, rust encapsulator, and fast etching but none of them bring it down to the bare metal. I have also used Evapo-Rust which works great at bring it down to the bare metal but it only works by soaking the metal. I need a product that brings it down to the bare metal and can be applied on by brush or any other way besides soaking it.
Yea I have a really nice sand blaster but I don't have a compressor big enough to make it work properly and I don't feel like doping $800 for a new one. Also I am cleaning the engine bay and other areas where I don't want sand or soda to go.
Heavy-duty rotary grinder with stiff wire wheel and a lot of elbow grease... or media blasting. I am not aware of any 'simple and inexpensive' method of removing all rust from a metal surface. Rust 'converters' don't remove the rust; they chemically change the rust into an inert compound that remains adhered to the metal. To be effective, all loose rust must be removed before applying the 'converter' material. I think that is what you need to be doing with the criteria you've specified [easy, inexpensive].
You can use Metal Prep from Homey Depot.
Same as Ospho, just brush (or weed sprayer) it on several times and the final time rinse immediately.
Any thing faster would have to be stronger like a sulphuric acid solution and that could get dangerous in a hurry.
Remember that blasting with soda is water solueable, so cleanup is easiest of all with water.

You can rent a tow behind air compressor for about $100.00 a day. 225 CFM,had one last weekend run 2 blaster with no problem.

I am doing the engine bay now so I really don't want to use a sand blaster because there are hoes, fiberglass, and wires everywhere. This may sound like a stupid question though but can you run soda through a sand blaster?
Soda isn't aggressive for heavy rust, but does well on fiberglass. You need super dry air, as it has a tendancy to clump, and needs an agitator at least.
It is easier to use in wet slurry solution to blast. You can do that with almost all abrasives as well. That's how waterjets cut thru 1" thick plate steel, but with better abrasives and much higher pressures.
I have one that connects to a pressure cleaner and works well using sand. No dust.

Don't do it over concrete, it will eat it.

If it eats concrete then where can you use it and not worry about what it's going to damage?
From your post I don't know how much rust you're dealing with, but Naval Jelly is a great rust remover that can be brushed (or painted) on, left for a few minutes and rinsed off. Repeat as necessary. It will remove rust down to bare metal.
