Ive read lots of stories about people trading in their cars for the $4500, and then getting back the car super cheap after the engine got seized up.

If you, both, wanted a new car and had plans for new engine on your "clunker" sounds like a good deal.

You could have a car that does not qualify because that model gave better gas mileage, but the car you have does not get gas mileage as specified by the manufacturer. In such cases you could get it certified as a clunker and turn it in.
I almost traded in a 89 Dodge RAM50 and went through the hoops of doing this, although in the end I ended up selling it to my neighbor for $500 lesser than the clunker money. I just did not want to buy a new car to get rid of an old one.

The program was a flop. It only helped thoes who could aford a new car and many of the trades were better running/condition than the car that are being driven by thoes who needed the help. I don't know why they didn't just give those trades to people with families who could use them. They could have been disbursed by a loto. You get a ticket, your number is drawn and you get a car that will drive.
