I pulled my gauge/radio bezel assemby out of my parts pile and took a first close look at it. What is the the push button on the upper left side? Says "push" on it..

That light is only a 'reminder' to fasten your seat belt; there is no connection between the seat belt/seat and that light or button. It just turns on when you turn the ignition to "ON/Start" position and goes out when you depress the button.
On a coupe you may wind up missing a roof panel, or on a convertible you may have a top with a hole in it . But seriously, like the others have said it to turn the seat belt light off,,,,providing of course the bulb is working. Peace,,,Moosie
Hmmmm so.. the "seat belt " right above it lights up and pushing "push" right below it turns it off? Another thing I noticed was the amp or volt gauge needle is not on 0, its off to the right a 1/8 or 1/4 inch.. that dont seem right for not being connected to anything?

May not mean anything with the gauges not connected.
If the battery is disconnected from your electrical system and the needle on the ammeter is off to the right a bit, the needle has slipped...that could be because of a major sudden discharge spike (current draw) that overdrove the mechanism enough to force the needle to a new position.

"Battery disconnected from electrical system" Well its more like my electrical system is disconnected from my battery.. lol see pic..

Looks like a fine piece of work [so far] to me. You've labeled the elecrical lines and separated them well. The Assembly Instruction Manual (aka the AIM) and the Chassis Service Manual are the most important documents that you need. Detailed assembly drawings in the AIM; how all the 'stuff' works in the other one. With the dash disassembled, make certain that you (as a minimum requirement) put some 'rust converter' on the surface rusted metal parts in that area; also, check out/refurb all of the heater/A/C ducting, servos and seals; it's a good time to decide what you want to do about the radio and speakers, as well. Save, clean, patch, and/or re-dye all of the interior panels that you can; the replacement panels don't fit as well and the ones you have are FREE!
Yep 7T1 I got the CD from Wilcox and have it on my pc and I am working on doing everything you mentioned above. I made my spacer templet for my newer year blower motor today, going from saddle brown to black interior.
