The 70 cap had a scalloped edge around the sides, just like a 63-69 cap. But, unlike the 63-69, which used a vented system and had "VENTED" stamped in the top of the cap, the 70 system was unvented and the cap had "SEALED" stamped in it. 72-74 caps are smooth around the sides and have "VENTED" and "OPEN SLOWLY CAUTION" stamped in the top of the cap. The 71 cap has "SEALED" stamped in it, but has a red label with the wording "OPEN SLOWLY CAUTION" placed on it. I'm not sure about the finish on the 70 cap. 63-69 caps have the silver zinc plating, where as 71-74s are gold cad. I think that the 70 should be gold, too, but I'm not positive.
The 70 cap is listed as part number 3974743 in my April 72 parts book. The 71-74 cap is listed as part number 3994339, in the same book. My Sept. 74 parts book no longer lists the 70 cap, it only shows 3994339 for use on all 70-74 Corvettes. So if that cap was discontinued by 1974 and was only used on 1970 Vettes, of which, there was only about 17,300 cars built, how many of those caps could there still be? I'm guessing it's a pretty hard cap to find. I've only seen a few in my 35 years in the hobby.
I can't say it's worth what he sold it for, but if it was the last thing you needed to finish that correct restoration of a 70 LT-1 convertible or big block air car, I guess it could be!
