Default Help with wipers on '81

They aren't working but the fuse is fine. Any ideas?

Start with the basices: Check the ground, it should be connected to the ground stud over by the AC box, there should be annother black wire from there into the engine bay harness and a braided ground wire connected to a valve cover bolt. Check for +12v between the ground stud and the yellow wire (I think, my book is buried) on the wiper motor connector.
Sometimes when the starter is removed there is a ground wire down there that gets connected to the battery wire on the starter, it effectively isolates the wiper motor and the blower motor.

I apologize if this is obvious ... but I'm not too mechanical and even less electrical minded. The wipe fuse works and the plug to the wiper motor shows power to it ... does this mean it has to be the wiper motor?
