My 74 has a re-assigned VIN,since it isn't a particularly unique,original or valuable car,I don't really care.I never have found any tell tale signs of major collision damage or repair,so I have to assume it was written off by an insurance company as a stolen vehicle a while back.On a high dollar rare and collectible car I'm sure this could drastically affect the value and desirability,but for a daily driver/hot rod/project type car it likely won't make much difference.
Check with the Texas DMV perhaps they have some more info that may shed some light.
yes check with texas as to why. This car will have a unique history. If you are paying top dollar for condition or originality, or low mileage or something like that, then do not buy this car without a significant discount. if you are buying a daily driver fairly cheap, then it does not matter...
it will only matter on resale.. so buy it cheap becasue it will only sell cheap.

yes it is. the owner is local and i have seen this car in person. it is a very nice looking car but has a few small issues plus i think i can get it for a pretty good price.

Ah...the gleam from the chrome is blinding his brain! Call Texas BMV and find out why the VIN was reassigned. Also verify with them that the info they have on the car is the same as what you are looking at. There are valid reasons for VIN reassignment and it can also be used to 'mask' a phony sale. Just be cautious and check it all out first. $17K for a nice '69 is a good price...but I wouldn't call it "cheap".

There are plenty of cars out there for sale, why buy one with a problem? A reassigned vin means a multitude of bad things could have happened to this car in the past, none of them that would increase the value of the car.
Depending on the insurance company, you may have trouble getting it insured. It could have had a prior salvage, theft, flood, etc title.
I know there are some people that own cars like this and they are happy with them. But remember, the same questions you have about this car today, you will have to explain to somebody else some day when you decide to sell it. Why buy a car that you will have to make excuses for down the road?
It is a buyers market right now, you can do better than buy a car with issues.

The questions and concerns that you have regarding a reassigned VIN# are the same ones that any potential buyer will have when you are ready to sell the vehicle. Since that is and will be the case you need to make sure that there is a significant discount on the sale.
Usually they reassign VIN#'s when the original vin tag has has been compromised in some way such as: rusted away-birdcage replaced-removed or replaced after a theft-destroyed in a fire-altered in some way. Check with the DMV as rules vary state to state.
