I live in north GA and always run open pipes on my bikes. Never had a problem with the law.
A few years ago I had just put on my Hookers w/sidepipes and no mufflers, took the car down the street couldn't resist nailing the throttle. As soon as I did a State Trooper pulled out of hiding and pulls me over. His first remark was nice pipes. I thought great a car guy maybe I'll get a break so I explained why I was speeding. I got ticked for speeding but nothing was mentioned about how loud the car was.
I have since put in mufflers because it was too loud (even for me) but have never had an issue about it.

I've had them on my 78' for years (in Michigan) and never had an issue. What kind of grief do you think you'll get? Smog or noise? The sound depends on what mufflers you install. Of course it won't pass any kind of smog test since 78' had a cat.
