He says it's perfect, with 2 non stock items. It has new wheels and tires, and side pipes. The owner told him he paid $10k for it a year ago, but he wants $16k for it now.

Not sure about value but have a couple of thoughts on the car.
If the miles are only 11,200 (and not 111,200 or 211,200 or...) and car is in good shape it could be an excellent survivor possibility.
Depending upon where your brother lives, the side pipes could be a problem. The '75 came with cat converter. The side pipes elimintated the cat converter. If emissions are enforced where you brother lives then this could be a problem.
It's unlikely that the guy paid $10K for an 11,000 mile car in great shape. The car probably has 111,000 miles on it and he's trying to find a 'sucker' to bite on it. If it's a coupe, offer $12K [if your brother really wants it]. If it is a convertible, $14-15K is not out of line.

I payed 10.5K for mine around 4 yrs ago . 30K miles #'s matching in great shape .
With oconomy the way it is now I doubt I could sell it for that today .

What options? L-82? AC? Power? Not that a '75 is a coveted year, but if he's not too versed on corvettes, he may want to go something with a little less "perfect".

Well no, 16 is way toooo high for that car
A 75 with that few miles would still go for around 10to11 Its gonna need both bumpers , Radiator and Calipers .And add in lines for the brakes rear end fluid change. What rims are on the car Corvette or some after market. the 75 had the two piece ,the trim ring and the center cap. The 76 77 offers the nice looking two piece rims with the center chrome cap thats whats on mine.
Very few Corvettes are appreciating in value right now. For a C3, it will have to be something very special i.e a big block vert or an LT1 to see more value today than a year ago. Corvette Enthusiast just published their 2010 value guide; according to them, '75's went down in value about 4% since last year. It will be interesting to see how this corresponds with some of the other pricing resources.
