Did you release the bolt in the front of trailing arm, on the frame sidewhere the bushing?
When you look at the free end of the shim, do you see a hole or 'U' shape?
If you a 'U' shape you need to take the bolt completely out from the trailing arm bushing.

I used some PB Blaster on them then moved them up and down with a screw drives as a pry. One side was very tight and took a while to get out. The other was easy. Just work up and down and pull on them with a set of pliers once you get them moving.
Loosen the trailing arm pivot bolts and shim keeper bolts. Use a sharp ended screw driver and a hammer and tap the end of the largest shim "up". Once the shim end is up, use pliers to pull the shim out. The remaining shims are now loose and can be removed easily.
You should keep track of the number of shims removed from each side (tape them together) for future reference. Good luck.
