I was looking at this to put back to new but after talking to Illinois DMV I don't think I could ever get a title for it. It would be a fun and extensive project.
I called there is no VIN. I was told it was a body shipped from Bowling green for racing. I'm sure it was a stolen car, but would be cool to turn it into a motor cross car. You can pick up a C5 driveline for 5K
The only thing left is the 'body'. Why would you want to do that?
Anyway, if you have adequate documentation (Affidavit from owner, bill of sale, etc.), you could build that car up and get a title from the state as a "home-built" vehicle. Since there is no VIN on that body, it can never be proved to be stolen. With legitimate documentation that the body was purchased directly from the factory [right there with oceanfront property in Phoenix, AZ, I think...], you can build a "Franken-vette" and get it titled. Call the Illinois BMV and discuss it with them. If you are successful, but want to sell it in the future, you will get very little for it.
I suspect that the chassis for that car was used to build another "hobby" car and the 'missing' VIN was placed on that vehicle. There is nothing illegal about buying the body of a car.
