Format for the Protect-O-Plate is shown in the AIM (Assembly Instruction Manual). For 1971 C3, it is shown in UPC 0, Sheet B3.
The AIM, however, does not have tables that decode all the details of the letters and numbers. (and that may be what you were asking)
