The switch behind the glove box is not pushing the plunger completely in, which cause a lot of heat in the cabin. How do you adjust the cable so it pushes it all the way in?
Move the lever towards hot , which extends the wire cable , then put a gentle S or dogleg in the wire. When the lever is moved to cold the S will pull inside the housing and give the cable some resistance so the plunger won't push back thereby turning the hot water flow back on.
I put the S as close to the cable casing when the wire is extended so the S is inside the case except when the cable is again extended fully.
Did you find the white turnbuckle or adjuster ?

It might just be me but I think the 3 port valve on top of the heater has too strong of a spring.
I think the 3 port wiper safety valve that fits under the passenger wiper arm on the early C3s is being exchanged.

I am having the same problem. I slide temp control lever to cold and it does not push the spring in enough to get the coldest air. Hoe do you get to push it in all the way and stay. I can slide it and hold it for maximum cool and as soon as I let go it slides back. Thank you The temp cable is new. 79 Vette
