If the hood is below the nose at the furthest most point then you need to put some shims under your hood hinges where they meet the inner fender wells. If the hood is too high for the nose then you have bigger issues.
I ran into the later with the aftermarket L88 hoods. Seems most of them are too high in the front. I had to cut the hinges down and re-weld them together. Then I wound up having to put shims under them as the cutting took off more than I wanted but I've got it nice and flush now.
Who is "they"? If you have paid for recent work/restoration, return the car to the shop and have them fit the hood.
You can shim the hood hinges on the fender skirts, but that is not likely to get the 1/4" you are looking for. There is a reinforcement bar under the nose running from the front of the radiator support to a point behind the front bumper. Tweaking the bar will lower the hood surround panel toward the edge of your hood.
Getting the two panels to meet might require a little of both.
