Default Loose mirror base

I bought a genuine GM right side mirror about 3 years ago well the box was GM anyway.It always had a woobly base well I took it off tightened up the head now to remount the mirror to the car it has slack up down left right I tried a shim between the mirror and the base it won't go down all the way I tried taking a plastic wall anchor to kinda sleeve the cross hole and shim still won't go down enough. It was woobly before I took it off I'm hoping someone has found a cure for this. Shims were a lite SS washer and a lite gauge alumium strip

I remove the base from the door and shave the bottom of it. When the taper screw goes back in the gasket between the mirror and body will be tight.

I made a shim a couple years ago from a toilet bowl shim from the plumbing department at Home Depot. Mine made it a lot better, but not perfect. At least I don't notice the mirror bouncing when I'm driving. I think the trick to getting any shim to work is that it has to be wedge shaped. I believe it was the bottom that had to be next to nothing while the top needed a thicker shim.
