Brake return spring?

Brake return spring?
My '81 is having a problem with the brake pedal returning fully to the top after braking.
The car is an automatic trans, with power brakes.
It seems to stop about 1/2" from a full return. This is causing the brake lights to stay on, when they should be off. Is there a return spring somewhere that needs to be replaced. I would assume it to be up near the top of the pedal in the footwell.
Any other ideas to get it to fully return?

Yes, the spring is at the pivot under the dash.
Also, the brake light switch and CC disarm switch is connected to the pedal so look at them for binding of some sort. The spring is not easy to change (sorry, could't find a good picture).
