It looks like a one-off custom job to me. The workmanship looks good from what we can see in the pic. The thing that I don't like though, is it looks like a plastic model vette kit that was modified.

Well, this is just a body guy looking at a picture, but it looks like a fiberglass nose that was blended in and a chrome bumper off of a '68-'72 Corvette that was notched and pinched to fit the pointier nose of the rubber bumper car. You can see where the bumper was notched right at the point.
