I made the same tool 40 years ago. Use it every time I build a new motor.
I cut a hack saw blade width groove in the shaft on the top lined up with the same blade on the bottom of the distributor that goes into the oil pump. I use a screw driver in the top groove to line the pump up so the distributor (positioned at #1 cylinder) falls right into place.

Nobody mentioned this yet, and please don't get offended. But is there oil in it? Sometimes the excitement of a new engine has us overlooking the basics.

I just use my cordless 18V dewalt and a tool I bought at Autozone. It takes about 30 seconds or so of spinning the drill before oil starts moving. Is the engine in the car? The reason I ask is because the oil pressure sending hole will have to be plugged or else you will throw oil all over yourself and the engine. I did that once when I forgot to plug it.

If it doesnt have the sleeve to tie the 2 sides together you wont be able to get the pressure up.

oil sending unit hole is plugged. I've had my 1/2 in drill (@500 rpm) running for 2-3 min. and no oil visible at the rocker arms. I think I filled the oil filter before I put it on. Shouldn't I see oil coming out around the rocker arm when I look in the oil filler hole. The valve covers are on the engine if that makes any difference.

If the drill feels like its working hard you need to keep going,it takes awhile to get to all the rockers.
