Yes. It and the front spoiler was available as an option. Same as the pace car spoilers, I believe. I had a white one back in 1979 and it had the spoiler package. My current car has the package also.
The satin finish on the wheels shown above is correct for 79, not polished. Also, you couldn't get the rear spoiler by itself, you had a front a back spoiler option, which was a direct carry over from the 78 pace car spoilers. I added the back spoiler only on my 79 because it came from a wrecked front car, and I kinda like it that way, even though I know it's not correct. I may add the front spoiler one day.

Agreed about the finish. The PO had removed the clear coat (if there ever was any) and polished the wheels right before I bought it. I have polished them a couple of times over the years (I have had it 14 years), but with a little neglect, they go back to the orignial satin finish in no time. Although my car is mostly original, I do like the polished finish on the wheels. Reminds me of my 81.

That's the info I've seen thru the years, and IMOE it makes a significant difference in high-speed stability. Urge running both or neither, and suggest bracing the front dam if you spend much time over ~80 to avoid it flapping and/or dragging the ground when aero pressure builds up on the center "splitter" portion.
