According to the NCRS 73-74 manual, screws and washers are painted to match color of the instrument panel. It calls for cross recess, oval head screws with conical washers. Those are the washers that are part of the screw assembly.
However, your upper control panel uses chrome cross recess oval head screws at the very top, two black oxide cross recess oval head screews just above vents.

Let's see if I have this correct. First of all, my screw kit did not include any black conical washers so that makes me think that the screws above the speedo and tach should be chrome. I did get some small black screws that I could use on the center gage section; left and right sides. Then I have chrome screws again above the passenger side map pockets.
These screw kits are nice, but they sure could use a little extra text to describe where they are supposed to go.

I am also interested in your question about what the correct screw types are. I have a black interior, and have replaced these screws with black conical screws I found at an ACE Hardware store. I was looking at the chrome screws and they look out of place on the all black dash. I put the black ones on and they blend in, and make it less obvious.
It may not be correct, but then I am not going for NCRS points, only what I like in the interior since I am the one driving it, not others.
The upper screws on the two dash pad MUST have small-head Phillips drive screws with steel tapered washers on them. Those washers establish the maximum amount of compression that can be placed on the heads so that they don't just dig into the dash panels. If you didn't get 6 of those special screws in your kit, that kit is not a very good one. Those screws are painted the color of the interior panels.

I would have done the same thing. By the late model years, like 78, the factory narrowed the selections to chrome or black. So depending on color interior, you got black, chrome or a mix. My Mahogany interior has both black around the console while chrome is used on colored trim pieces.
