Hi Skip,
Briefly the headlight door vacuum system has 2 parts.
The 'control' (small hoses) and 'servo' (large hoses). The control tells the servo what to do. The servo opens and closes the doors.
If the vacuum is leaking out of the relay (control), when you start the car the servo receives it's vacuum and opens before the control tells it to stay closed. Then the control catchs up and tells the door to close.
Try checking the relay and hoses to the actuator.

Why does my left headlight door open and then close when I start the car. The right side stays closed but the left doesn`t.
