Has the limit switch been bypassed or otherwise fiddled with by Bubba?
When the wiper door is nearly completely opened, the plunger trips the limit switch and turns on the wiper motor.

No Bubba didnt fiddle with it. Unplugged stilloes the same

You can check the wiper override under the steering column, but it should not work if the wiper door is closed. The override is used to stop the wipers on the windshield to allow for adjustments or blade changes. It is not supposed to power on the wipers.

If it is plugged in have you checked the limit switch with a continuity tester to make sure the switch actually works? It may be that the switch is stuck in the closed position.
