If the car is all original/numbers matching....to me, it would be devalued by the cost of returning it to its original color.
But if it was not original/non-numbers matching then the change in color could improve the value. Depends upon the buyers taste.
Doesn't matter at all if you're not selling. The color change might make a difference to a potential buyer at sale time if that particular buyer wants the original color.
Other folks would not care and still others would not know the color had been changed.
I'm surprised the interior color wasn't changed instead of the paint color. Silver w/green sounds pretty ghastly in my opinion. Only Donnybrook green would work with a green int.

It matters only if the rest of the car is totally 'factory original' configuration. Otherwise the whole car loses some value because it couldn't be sold as an original-condition car. But, there are lots of folks who just want a nice looking C3 with a good paint job.
As mentioned, if you aren't selling it, the potential selling price doesn't really matter. If you are selling it, make it look as good as you can get it so you maximize its value. When selling: "Elbow grease" = $$$$

Yes, it does. It deducts the full cost of a paint job returning it to the correct color.
However, there's always potential buyers who fail to educate themselves as to the current market, especially with Corvettes for some reason, so it's always possible to find someone with more buying power than sense.
