I have a 1976 and recently got my hands and a set of 2000 Chrome wheels in perfect condition but I need wheel spacers to install them. After some research I keep hearing 3" spacers will do the trick all around but man, I tried to measure the space between the hub and the rim while up on a jack and it looks like its more like 3"1/2 to 4". Does anyone else have a set up like that.... The C5's are 18 in the rear and 17 in the front
You are looking for the backspace dimension. This is the distance from the face that mounts against the brake to a straightedge across the rear wheel. Stock on 8" C3 wheels is a 4 inch backspace.
Measure this dimension on your new wheels. Subtract the stock 4 inch measurement from it and this is the APPROXIMATE width of adaptor you need. Depending on availability, tire size, stance you are seeking and possible interference with bodywork, frame and suspension components you may want to vary the spacer width from the number you get, but probably not by much.

Ok I think I'm more confused than when I started lol the 8" you are talking about is the total width of the rim? As in the rear rim is 18x9 so 9 - 4 =5?
CLOSE - you need to measure the dist from the inside rim face (part the lugs nuts sink into) to the inside rim edge.
EXAMPLE = if your 18 X 9 rims have 6" from the backside of the rim face to the inside edge of the rom; 6-4= 2" adapter
