74 power steering ???

74 power steering ???
I replaced the pump and the cylinder. It still takes both arms to steer this car. I still have the original hoses installed. Could that possibly be the problem? I'll change them out either way but thought I'd ask. Thanks for any opinions.

With mine, I put the valve in the pump in back to front with the same symptoms as you have. Take the high pressure hose off the pump and pull the assembly to see if it's in right!
