Drilling for cotter pins should work just fine, but why not find the correct size locking nuts with nylon inserts that prevent the nut from turning on it's own. I would rather do that then try to drill holes through Grade 8 bolts. VB&P sells the nylon locking nuts with their bolt kits, so they must be fine for the purpose.
The nuts are adjusted up or down to obtain the ride height you desire. There is a specification in the Chassis Service Manual (and the AIM too), but for most of us, what pleases the eye works well. The half-shafts should be parallel to the ground for optimum results.

Thanks Pete. I agree that the nylon nuts would work just as well.
So as far as the install, do you tighten and then lower the car and so on, or do you put the nut on, lower the car onto the ground and work it while it is sitting on the ground?
