Default Headlight Adjustment
My left headlight is off a tad, it will delay falling after I turn them off and it will kind of slam down.

What is the best way to adjust the baseplate?

What's a baseplate? Sounds like you need a vacuum relay.

If I turn them off the left one will stay up for about 10 seconds then slam down, if I get out right away and I lift it a tad with my finger is goes down but it sounds like something on the bottom is getting hung up.

Just before or as it goes down, do you hear a hissing sound? If so, you have a vacuum leak. Possibly the actuator; possibly the relay.
