Larry, I did the same with my 82. What driven speedometer gear are you using. I thought I put the maximum tooth gear in, but I'm still about 12% fast. Did you change the drive gear? Mine ran 2000rpm at 80 w/original rear end and now my rpms are about what yours is.
My changeout was done by a transmission shop and they made a couple attempts to get the tooth gear correct. Do not know what is in there, but it calibrates correctly with those radar things you see on the side of the road to tell you how fast you are going.
I noticed something similar, and I'm curious what is in my rear end. 55MPH is just at 2800RPM for me, 60MPH and I'm dead on 3000RPM.
I am thinking that with an overdrive trans in your 1980. That your car has to have somewhere around a 3:73 or more aggressive for your car to be pulling 3k rpms at only 60mph. That just seams too high are you sure your speedo is reading correctly? If you have a gps speed app on a smart phone or just a gps unit. Test your speed against the dash speedo. If they are both reading the same you likely have a more aggressive rear diff than 2:80 gear. If the gps reads much higher speed than the dash speedo. then may need to inspect/lube your speed cable. to get rid of drag that would make it read slower. Also have your speedo gear checked to ensure it is correct.
There's an easy way to determine what the rear end gear ratio is. You jack up the rear wheels and turn the drive shaft. Note how many turns of the drive shaft there are to one turn of the rear wheels. ....something like that - there is a thread on it somwhere...
