I don't know about other states but Maine's DMV has a site where you can see if the plate has been issued, if it hasn't it will show what it will look like. My Antique Auto plate is 74-VETTE.

That was the drill in NJ, and I ended up with BBLU68 because everything else was taken.
I think a custom or vintage plate really finishes off the car. My state (NY) allows you to use a period correct plate (must be original) as long as the number is not currently being used. NY plates were the same from 66 through 73. What separated them was a little sticker you placed in the corner. My 69 has these plates along with an October/69 sticker.
Two things about NY - when using "vintage" plates, your registration is for one year only (no restrictions though like "historical") and you are not supposed to have the plates re-conditioned.
