To my knowledge and recollection, they weren't painted from the factory but were a gray fiberglass with a flat black fame.
Invariably, they get knicked up-- I've painted the ones from our C3's with a flat black tub and semi-gloss metal frame.

The metal supports were painted semi-gloss black; the rivets were not painted (installed last). Clean it well and be done.
Here is my 'tub' after getting rid of the black paint and refurbing the straps. I did NOT remove them; just stripped and repainted them.
