Wheel code break down from left to right:

K = Kelsey
1 = Plant number (always 1 for corvette wheels)
Third digit = Year
Forth digit(s) = Month
Valve stem hole
Fifth digit(s) = Day
AZ = Corvette Wheel

Thanks.
How do I know if K19 is for 69 or 79? Looks like one too many number. Still Wondering what the 0 after the 9 is for?

You can't know for certain. Doesn't make much difference. AZ is the correct code for the 15 x 8 Corvette rally wheel used from 69 through 82. The only real difference in these wheels is a possible greenish tint to the argent silver for some model years.
