My frame was VERY rusty. Don't get discouraged, looks worse than it is.
Only cost me about $400 for a professional welder to fix. Didn't bother buying the replacement pieces as they just make their own quicker and cheaper. Pretty sure he was able to seperate the outer/inner layer and the middle one was what gets rusty. replaced and welded them all back together.

You can assess the photos above for a comparison to yours. I did the blasting myself and would suggest an acid dip if you have one local and it's not too expensive.
They charge $30-$35/hr and I think they had me billed as a 9.5 hour job+ a little bit for metal. Granted they're VERY good at what they do and probably 10x more trust worthy than normal shops so I wouldn't expect yours to be as cheap as mine... but it's possible.
I got my frame fixed last year just a back section by a shop but every year I get the rust profing oil done keeps everything nice and soaked and stops the rust
