My 70 has the ground strap and yes the strip is flat and visible. I've seen a lot of vendors sell steering coupler but with no strap. My steering coupler was in good shape, I just cleaned it up and re-installed it. If you look up "Jim Shea", you can find tons of info on the steering coupler.
The factory coupling had wire mesh imbedded in the fiber washer. That provided the electrical connection between the two halves of the ragjoint. Aftermarket ones mostly do not have any mesh built into them, so you will need a small length of copper braid to route over the washer. If the coupling you buy has electrical continuity between the two halves of the coupling, you don't need to add an extra ground jumper.

Here is a scan of a 1968-69 C3 steering gear with a flexible coupling assembly attached. In the lower right corner you can see the ground strap connecting the bolt at 3 o'clock to the stop pin at 6 o'clock.
This is what it looked like for production. In 1971 nearly all flexible coupling assemblies that Saginaw manufactured were upgraded with wire mesh screening that was molded into the face of the flex coupling disc. So even service parts had the screen ground disc that replaced the brass ground strap. So any service parts manufactured after 1971 you could most likely feel the sharp screen ends sticking out from the edge of the disc.
