have a 78 with side exhaust...the actual pipes show somewhat and they are a bit rough looking.
is there any kind of black spray I can put on them after cleaning them up?
Got any photos of the problem area? There are various high-heat paints available for such a request and depending on what it is you desire to paint, that may or may not be the best solution.

You mentioned "pipes and covers" so I'm thinking 69 style side exhaust.
Sometimes the muffler/pipe shows below the covers because the the pipes or covers (or both) weren't carefully installed.
Often a bit of work on both can get the muffler/pipe to be concealed by the covers.
Are the covers the original metal/fiberglass combination or the aftermarket fiberglass only cover? I ask because the aftermarket fiberglass covers are cut a bit 'skimpy' and make it even more difficult to hide the muffler/pipe.
