My guess is that you have an issue with the dreaded 77 wiper switch. The reason I say this is for the motor to run on low, both the black and light blue wires must be grounded. When you remove the black ground, the motor should run on high speed.
I would maybe go to the switch connector and make sure all the terminals are making good contact!
The switch ground is good because none of the functions would work if it wasn't. It's probably the switch as bad as I hate to say it... Test the wires and see what is happening at the switch connector.
Here is a simplified schematic I just made... It was the only one I didn't have completed yet so I went ahead and finished it this morning.

Thanks for the info but can you tell me what I need to do with the wiper switch to turn on high speed wipers?
The switch only feels like it only wants to turn forward one click. Should it turn further for high speed?
Hum.. Honestly this is not an easy fix.. not to mention the part is discontinued that would fix it.
Yes the switch should click forward another click for high speed.... You didn't say in your first post you only had one click.
There is nothing I can do for you except tell you to tear apart the column and remove the switch to see what is causing the issue and that is not an easy project.
