I have a C3 78 coupe in my shop that kicks my azz every day. I was at the point of setting it on fire but I took a few days to align myself and now am making progress.
I recently replaced my actuators with new aftermarket ones. After trying everything I could they would not close all the way...just like yours. I finally cut 1/4" off the end of the actuator rod and that solved the problem. If you did not change anything and they did close properly before, then you have an adjustment problem.

First off i want to say I greatly appreciate all the input from forum members. I will try adjusting the 3 bolt u shaped piece as recommended by Dave J if that doesn't work I will do as you suggest & cot a 1/4" off the actuator rod. I did replace the actuators with aftermarket pieces so I am guessing this is the issue. Again thanks to everyone for the advise. I will let you know what works.

I rebuilt mine with all aftermarket parts and had the same problem. I adjusted the 3 bolt bracket and it worked.
