Willcox, what about the bottom of the panel not pulling up to the door? There is no way the two clips will hold that much stress without pulling away from the panel.

On the repro door panels, we put the clip in place and then with an awe, guide it to the correct position. The panels are ABS backed and doing this isn't really that hard.
However, you stated these are original door panels with a new skin above so I'm thinking the press board has warped and attachment will be next to impossible.
Possibly you could wet the back of the panels and pull them in place allowing them to dry. The only issue is that whatever you clamp them down with will probably leave a mark in the vinyl covering.
Yup, my door panels, some 18 years ago, same crap in fitment,
put SS bolts and large fender washers for backup, so they press into the vinyl 'padding' a bit.....I didn't care to mess with shipping in '95, and certainly not now....MY car is on the road almost daily, with maybe 4 months down time TOTAL out of 18 years.....
As Willcox mentioned likely warped, however when I did my door panels over, fixed breaks, resprayed etc, I used new metal clips, fit them nice...I found it was actually the clips themselves that held them off the door. I then glued in a new type door panel clip, drilled hole and installed now they fit great and you cant tell unless you see the missing metal clip...which of course you could trim down and make it look as if it is functional. not the best picture but you can see where my door panel is fairly tight, tight like a tiger....before it was off the door about 3/4 in the area shown in the left lower corner of this photo.
