Except when the car is off. I just put in new units They open fine but as long as the car is running the doors stay open....trying to get to the Dream Cruise and show in Michigan next week from Florida. Help!
Are you 100% sure all the vacuum hoses are hooked up correctly?. It only takes one to be crossed or hooked up to the wrong spot and you have problems. You should be able to get a guide for the hose connections on line free. Just make sure it's for your year car. Try Wilcox. Good luck.

What year car are you working on?
What "units" did you replace?
Does it have 1 or 2 relays for the headlights?
Did you have a vacuum line diagram for your year car to follow when you hooked the vacuum hoses up?
Do the headlight doors open as soon as you start the car, or not until you pull the headlight switch?
Have you checked the vacuum over-ride switch under the steering column?

The actuators each have 2 large hoses on them.
The green striped hose opens the doors and is on the nipple on the headlight side of the actuator. The red striped hose closes the doors and is on the nipple on the engine side of the actuator. Is that how your hoses are hooked up?
Does you're car have 1 or 2 headlight relays? 71 cars orignally had 2 relays... check the 3 large and 1 small hose connections on the relay too.

Check the hoses first.. then make sure you have all the springs in the assemblies correctly installed and that the housing stops are adjusted properly. I have a video on my site that will show you how to make all the adjustments on the headlamp housings.. I'm with everyone above.. it almost has to be something simple so check the hoses first.
Thanks for all the input but the problem was under the dash. One of the connections to the heater/AC controls had rotted and was leaking!
The key was the 3 hole grommet going through the firewall. If I bypassed the dash connections they worked fine. Then I bypassed everything but the head light switch and the worked fine again.
