On my 69 I believe its called the frame crossmember, I dont see any obvious bolts holding it on. Is it welded in place? Im sure there are bushins so I must be missing something?

I believe you're referring to the rear end carrier.
This carrier is in the shape of a large dog bone and has large rubber bushings at each end that fit into pockets in the frame.
There's 1 large bolt in the center of each bushing that helps hold the carrier in place.
On cars that have miles on them often the carrier doesn't drop even when the bolts are removed, and it must be seriously pried to get it loose from the frame.

After having been installed in the frame for 40+ years, those old mount cushions, don't like to be separated from the frame.
