Here's the scenario:
Car stopped and off - won't shift into 2nd
Car cranked and not moving - won't shift into 2nd
Car running and moving - shifts to second from 1st
car running and moving - won't down shift to 2nd
HELP! AND THANKS.

Generally, shifting problems fall into three categories:
1) clutch and linkage adjustment/breakage problems, or
2) shifter worn, or out of adjustment, or
3) internal trans problems, like synchros or blocker rings.
Muncies are pretty strong. I'd bet on #1 or #2 before you worry about #3..

But it would be nice to know for sure, and the year of the car might be helpful too. 
If it's a 69-77, I'd check to see if the transmission lock cable is binding. I don't think it should cause problems, when the car was moving, but you never know.
