So he didn't reply to me email for over a week, finally a few days ago he responded, his internet went out.
Anyway, he tells me that the frame has some rust on it, more than just surface and would most likely need to be repaired. There are also a few stress cracks on the body, not huge, but still there.
He said he would probably take 1,500 knowing that It would go to a good home, but now I'm not even sure I want it, because I don't want to end up needing a new frame.. That's just way to much for me.
Any comments?

With frame rust to repair, you're rolling the dice. It could be all confined to the lower part of the frame and possibly repairable, depending on your abilities. Or the rust could be more extensive and up into the cowl, windshield area, which means that you're going to disassemble the car entirely.

Another option, would be to buy the car. It's easily worth that in parts! Or you could move the whole body, interior, engine and trans, to a clean, bare frame and birdcage. Not an impossible job, as long as you have a long term place to store it nd work on it. You're not going to get it done fo the price you're looking at, but you'll own a Corvette and you can order parts as you need (or can afford them). The engine could be refreshed, the tranny rebuilt and in time, you'd have a car, that you know every single inch of!

for 1500 I would roll the dice. worst case you part it out and still make a few bucks best case you are into a nice ride for 1500

Strongly disagree with your statement. It all depends on the condition of the car, body work required, where you go and how much prep work you're wiling to do yourself. I have seen a $1,500. paint job on a corvette that looked flawless.

If he's done his homework, and priced the parts and services while developing his budget, then great.

People who pays 10-15K for a paint jobs are mostly for showcasing their vettes. Some of us don't care for shows or competitions. On C1 or C2 split window I can see myself shelling out the bucks but not on a 73 or 74 or later models.

I've also seen 2K paint job on C3 that are perfect.

That car is worth 2k all day long. Run the casting numbers by the bellhousing and stamping numbers at the front of the block to be sure what engine you are getting. You may get something decent. Even the low hp vette blocks are somewhat desirable. The 4 speed is a valuable item as well. Get it, spend a couple days going over it carefully and if its in need of more work than you want to deal with you will probably make money parting it out. Not only that but you will learn a lot about these cars by doing a tear down. Then you will be able to get into one that is in the condition you want and you'll have more money towards it and knowledge about it.

you are all nuts i think its a Parts car only. even if you do the work yourself it wil cost you a fortune to get it drivable Paint cost me a 1000 for material alone a front bumper will cost 300-500 brakes will cost about 400 plus who Knows if it runs it is endless for a car that has not run in years and will only be worth about 12000-15000 you can may be able to buy a good driver for less than you will spend good luck
