all GM licensed means is that a license fee was paid to the GM lawyers, as an old doctor once told me it has nothing to do with quality, accuracy or country of origin, GM resto license scam is a marketing badge, pay the fee and get the tag.

I believe that there were a few, maybe many, parts that were used in production but were not ever available over the counter as service parts.
Some of the NOS parts being offered are truly NOS parts, but are not correct for certain cars.
A good example of this is the 68-72 rally wheel trim ring. Even the rings bought over the counter in 1971 were different than the rings being put into the rear compartments of cars in St. Louis.
There are a plethora of service parts that were sold over the counter as functional replacements but are different in some way from the part they are replacing.
Just being NOS in a GM or Delco box doesn't mean the part is the correct replacement part for someone concerned with originality.
A high degree of originality generally has a price tag when buying parts.
