How do I fix this broken piece
The piece that connects the front nose below the cowl has a broken piece. How do I repair this? I was thinking of using some epoxy and grinding it smooth on the edges or fiberglass?

Epoxy would probably work for some length of time. I would use glass. It's not overly complicated and if you never worked with glass before this would be the perfect first attempt.
What condition is the car currently in? Is she in resto mode?

The car is not in running condition right now. I got it from my Brother and it has been sitting for about 25 years. That broken piece has been like that since he got it and it appears that it was repaired some time in the past.
